Except that every country would have different definitions (if they could get them at all) and so every country would put different things in .XXX making it rather pointless.

The internet just routes around these stupid ideas.

Governments can come up with international treaties to agree on such things.

Does the Saudi or Chinese government have any right at all to be involved with deciding what I may or may not look at on the internet?

No, the Saudi or Chinese government does not have the right to be involved, but the UK government does have the right to negotiate with these governments on your behalf.

... and then turn round to Parliament and say "we are bound by this treaty we signed to implement policy X, and it's too late to change it". This happens a lot with things like TRIPS.

Exactly. Nor do the Americans.

In fact the UK government itself should have very limited if any control over what we look at IMHO.
